we begin tonight with a devel developing story in anne arundel county, maryland. a man walked into north county high school. that led to the seizure of weapons at the man's house. pat collins has more on the story. >> reporter: this is how they say it went down. a custodian here, someone rattling the outside handle of a locked school door. he calls the school cop. there's an alert. the guy managed to sneak in the school another way, but by that time, they are waiting for him. >> who knows what might have happened. who knows if anything would have happened. i think it's good demonstration of the alertness of the men and women and the leadership of the anne arundel county police department. >> reporter: it happened monday afternoon. a 25-year-old man follows an employee through a back-door. the intruder is challenged and taken to the main office where

he talks about how he was bullied when he went to school there back in 2002. he talks about school security and the military. police say it was odd. so they go and search the man's house and inside they find an ak-47 loaded with a 30-round clip, an unloaded uzi, two unloaded bolt action rifles, a loaded 380 handgun and numerous rounds of ammunition. police say it was all legal, but they took it for safekeeping while they sent the man off for a mental evaluation. >> we live in an age that will probably never be the same again after connecticut. we thought 9/11 was a different era and it was. and post connecticut, we have got to recognize as an agency, as a nation, that our school children, we have to take these

kind of precautionary investigative steps to make sure we do everything we can to keep them safe. >> reporter: at the school police say the intruder had no weapon, made no threats, and hurt no one. officials have sent a letter home to parents to explain this it unusual case. the suspect has been identified as 25-year-old justin matthew beaumont. he's undergoing a mental evaluation. he's charged with trespassing. if convicted, the maximum punishment, 90 days. live in anne arundel county, i'm pat collins. >> jordan has reaction from the man's neighbors and school community. >> reporter: the suspect's town home seems like the rest on the block, but no one appears to be home. instead those living nearby are coming out to share the un. settling news many of them are getting in a letter about their

neighbor from their children's school. the principal at north county high writes "a former student who spent two months at the school in 2002 snuck into the building and firearms were found at his home." the letter states there was no threat made against the school. j jason john said his wife saw police at the suspect's home. >> she said she saw a couple cop cars outside and they were carrying boxes of stuff out. >> reporter: these girls live nearjustin's house and attend north county high. >> when they announced it on the intercom, i was scared. >> i've talked to the guy when he was talking his dog, that's it. >> reporter: the incident is enough to make some wonder, what if? >> that's definitely scary. i have a middle schooler and two elementaries. but still, i had no clue. >> reporter: some of the students say they are not concern concerned. they feel the security measures

worked since the suspect was stopped. reporting in glen burnie, news 4. there's another deadline looming in washington. on march 1st the sequestration will take effect if congress does not take action. today the battle was not about how to prevent that from happening. it's all about how who should take the blame if it does. lawmakers are blaming each other again. >> reporter: good evening. the last time the debt ceiling fight, president obama got what he wanted by refusing to negotiate. now the top republican up here on capitol hill john boehner is taking the hard line and letting the president know it. president obama was rallying democrats for the battle over defrs cuts when house republicans sent him a message. the symbolic vote he detail how he would cut the deficit to avoid the automatic spending

cuts next month. >> mr. president, you missed the deadline again. let's see your plan. let's show it to the american people and have the discussion about the proper way to manage down this debt and deficit. >> reporter: without a budget deal on march 1st so-called sequestration will force reductions in military training, cutbacks in operations, and layoffs of civilian pentagon employees plus civilian defense contractors. >> it's an idiotic management nightmare to try to run a complex sophisticated, long-term program when you have short-term, massive cuts. >> reporter: deep cuts also loom in social services. outgoing defense secretary panetta slammed democrats and republicans for their game of chicken. >> let's see how bad it can get in order to have the other party

blink. >> reporter: some senate republicans today said push the deadline back seven months. but house speaker john boehner said in effect he will not blink. >> at some point, washington has to deal with its spending problem. i've watched them kick the can down the road for 22 years that i've been here. i've had enough of it. it's time to act. >> reporter: another obama/boehner battle. for now the dead line stands. 23 days and no deal yet. i'm steve handlesman. floyd corkins is 28 years old. he entered his this morning and told the judge he intended to make a statement against gay rights opponents. he shot a security guard inside downtown headquarters of a

christian group. although wounded, the guard wrestled the gun away. he was carrying a bag of ammunition and some sandwiches. prosecutors say he planned to smear the sandwiches in the face of his shooting victims. this is the first time a defendant has been charged and convicted under d.c.'s anti-terrorism act which was enacted in 2002. a d.c. man is charged tonight in connection with a shooting involving a police officer. 46-year-old david young stabbed an officer in the back last night. it happened at a home on 13th street northwest off piney branch road. officers had gone there responding to a report of a stalk iter. investigators say after young stabbed the officer, another officer shot him. both young and the officer were treated and released from area hospitals. really nice out there this afternoon. lots of sunshine. temperatures actually kind of pleasant. but doug, i'm hearing we better not get used to this. >> don't get used to this at

all. we have not seen too many days with abundant sunshine. all winter long, today was one of days. we started off with cloud cover over the northern viewing area. everybody started to see the sun come out this afternoon. very nice. many of you saw temperatures in the upper 40s to near 50 degrees. fredericksburg, 54. current number at 42 in washington. 37 in frederick. culpepper at 46 degrees. overnight, we're looking at our temperatures through the night dropping down into the 30s by around 11:00. 27 by 5:00 a.m. a cold start and then the next storm moves in. we'll talk about that coming up. tonight a political showdown in virginia over a controversial redistricting bill. republicans in the virginia state senate pushed through a bill on a day a senator was out of town and the numbers r were

tipped in their favor. northern virginia bureau chief joins us live with the latest on a decision that also impacts whether the transportation funding bill moves forward. jul julie? >> reporter: the spotlight was squarely on bill howe, the future of transportation funding in hiss hands. now many lawmakers are hopeful the decision he made today removes a big political distraction. >> therefore, i am going to rule the senate amendments are not to remain and out of order. >> reporter: house speaker bill howell ended a political standoff that hung over the capitol since inauguration day. it blocked new transportation funding. on january 21st with senator henry marsh away at the inauguration ceremonies in washington, the senate republicans took advantage of their one-day, 20-19 majority to stage a surprise redistricting amending a house bill in a way

that shored up their seats. to show their anger, democrats threatened to block the governor's transportation plan. yesterday made good on their promise. but today speaker howell ruled the senate changes were far too proud and not germane to the bill. that it brought praise from democrats. >> he showed true courage and his decision was well thought out. >> he called it as e he saw it. this time he saw it in a direction that obviously was favorable to us. >> reporter: now the senate's democratic leader says the path is clear to renewed cooperation on transportation funding. >> i think we can work to get a transportation program to work with the speaker. we can't give the story away. >> reporter: while they respect the speaker, they are disappointed with his ruling and spectacle that democrats really want to compromise. >> it's my impression that the

injuries and released. they are checking ramps at the crash site to make sure they are safe. the boy scouts are delaying a vote on allowing gay leaders to join the organization. they are facing pressure from conservative groups over a decision. the boy scouts leadership says it needs more time to review the policies of its membership. if the scouts approve the change, it will allow individual troops to make rules on a allowing gay members. the organization will take up the issue again in may. there's a new sign of a growing relationship between iran and egypt. akmar ahmadinejad agreed to loan money for their economy. in the meantime, iranian officials are down playing an insult at iranian president

akmar ahmadinejad. a shoe was thrown at him yesterday. he's in egypt for an islamic summit. the excitement over the next olympic games is underway. exactly one year from today, athletes will compete in the 2014 winter games in sochi, russia. cr crews are working around the clock to get the venues ready. as ben fogul reports, the city is missing one important ingredient, winter weather. >> reporter: it's 68 degrees, it's sunny and there's palm trees. at first glance, sochi on the shores of the black sea, doesn't look like a place for the winter olympics. it's actually a summer seaside resort. but there's a saying in sochi. if you don't like the weather, wait a minute. this is the same time of year that winter olympics are boing to happen. it's pouring with rain. let's hope this turns to snow. the olympiapark will be the most

compact ever. the jewel in the crown will be the ice palace, home to russia's national sport, ice hockey. outside if you look up from town, the snow is there. here athletes including team usa have had a chance to test the terrain. the volunteers are here to practice too. there will be 25,000 of them. they are already excited for the games. back down below, work continues. this is the first olympiapark built from scratch. while many of the stadiums have been completed, there's still a lot of unfinished business. >> the biggest construction site in the world is more than 70,000 workers working 24/7. >> reporter: will it be ready on time? he says yes. i should probably point out there were some concerns for some trial events last week due to a welcome of snow. but as you can see in the mountain its behind me, that's no longer a problem. president putin has promised there will be snow. and i've been reassured by the

president of sochi 2014 that they are stockpiling just in case. >> certainly seems like you're going to have to go over there and explore the weather situation. >> the olympics obviously on nbc. they have asked, they need a meteorologist over there. if anybody out there is watching, i went to london. let's go to sochi. i've always wanted to go there. >> we both will. >> we can't take the motorcycle there though. let's take a look outside. a beautiful shot of the washington monument. it was really a very pleasant day. we saw a lot of sunshine. most of us saw a lot of sunshine. if we look at the records from december 1st right on through today, this was only the tenth day of complete sunshine during the afternoon. most days have had a little clouds across much of the area during the winter. high temperature today got 49 degrees under that sunshine. a little bit above average.

a low of 34. right now, we're back down to 42 degrees. winds at 9 miles an hour giving us a little windchill. 43 in culpepper. it's on the cool side. but it's not cold for this time of year. radar not showing anything around our region. watch this. you take a look at the mid-atlantic and there's almost nothing to talk about. except for the next storm that's making its way our way. that storm is starting to form along the gulf. the sunny skies are out of here. we'll see a lot of cloud cover during the day tomorrow. not much in the way of sun at all tomorrow with the clouds moving up from the south. it will stay cool. the clouds will then bring the rain and the snow to the mid-atlantic and parts of the northeast. i do think we could see some snow through the mown teuntains our area. it will be mostly a rain event.

staying just to the south and east. most likely southern maryland. but up to the north, this is going to be a major storm. for us, it should be out of here by late in the day on friday. we're going to watch that closely. if this storm system comes farther inland, we're talking about a lot more rain. right now, i'm thinking a half inch around the d.c. area. up to the north, if you're traveling up to the north, new york city, over towards boston, this is going to be a major storm for them. computer models showing 1 to 2 feet of snow around boston, maybe even more. this is going to be a monster storm for them. new york, upwards of 7 to 10 inches. 40 to 50 mile an hour winds. a blizzard for sure to the northeast. if you have travel problems or travel plans, you may have some travel problems. there you go. nuisance storm for us. flight delays for new england. if they have flight delays, we could see some in our area as well. cloudy skies tomorrow morning and into tomorrow afternoon.

an explosion inside a deli shop has left an employee badly burned and police say it was not an accident. witnesses saw a man running away right after the windows of the shop were blown out. david culver spoke to neighbors who say this isn't the first time something like this has happened. >> reporter: those neighbors tell me that they are worried that today's explosion is somehow connected to past vandalism in this shopping center. had problems.

last year someone targeted the same spot. >> they broke the windows and they did the same thing almost. they destroyed the whole place. >> reporter: asia remembers the vandals. >> the gra feety went across his building and down the side. looked like gang tagging. >> reporter: police aren't saying if it's connected to the past incidents, but they were out in full force today. >> it certainly has our attention. we don't believe it was an accidental event. >> reporter: police only confirming the explosion went off inside the shop. someone spotted a man running from the scene. officers walked the neighborhood searching gutters and a dumpster. they carried bags of evidence out of the shop. out front they searched a sedan, the trunk open, drinks stacked up ready to be loaded but

instead left just sitting there. as for that victim, police say he's in a d.c. area hospital recovering from those burns. they are going to interview him. as soon as his recovery is over to get more leads in this investigation. reporting live in virginia, i'm david culver, news 4. a quick arrest in a smash and grab robbery at a jewelry store. police arrested 31-year-old a lonz so meadows. they smashed a display case, grabbed handfuls of jewelry, sprayed employees and customers with pepper spray and took off in a pickup truck. investigators are also trying to figure out if this robbery could be connected to a similar smash and grab at a jewelry store in the pentagon city mall on monday. metro cities there has been a spike in robberies of iphones and tablets on the subway.

31 electronic devices were stolen from riders in just a few days between january 13th and the 26th. that's an increase from the same time last year but only 19 such devi devices were stolen. officials say thieves are ripping smart phones and tablets right out of the hands of the riders. >> they might see a woman. police say all the weapons are legally owned. those suspects 25-year-old

justin beaumont has only been charged with trespassing. no threats were made to any students. there's some peace among state lawmakers in virginia. the house speaker decided that a controversial senate redistricting bill would not be considered by the house. that bill passed the state senate on a party line vote on a day when it was down -- when a day that the senate was down a democrat, in other words the republicans had an advantage 20 to 19. democrats then threatened to derail the governor's transportation initiatives as payback. some democrats say today's decision clears the way for renewed cooperation. massive cuts in defense spending are still set to take place. some senate republicans suggested moving the deadline back seven months, but john boehner does not feel inclined to follow it.

leon panetta blasted congress for failing to make a deal. tomorrow the man convicted of killing washington intern will make an appearance in court. 234 court today a judge defended his decision to shut the media out of recent hearings involving new information in the case. several media organizations today argued the case has great community interest. a jury convicted him for the murder back in 2010. she currently serving a 60-year prison sentence. prince william has a new police chief. they named steven hudson the new chief. he's a 30-year veteran of the department. hudson joined the force as a patrol officer. he will replace charlie dean who retired after 24 years on the job. right now maryland lawmakers are still at work in annapolis.

as chris gordon found out, legislators aren't the only ones sharing strong opinions on this issue. >> reporter: it was a large turnout. this gun rally was attended by gun owners and supporters from across maryland who came to demonstrate for their constitutional right to bare arms. >> the story i want to tell is that this time my people save the 2nd amendment in maryland. it's not about guns, it's about freedom. >> it was called a family-friendly rally. >> we want her to know that it's the right of every american to stand up for protecting their rights. >> i do own a gun now. the reason i'm wearing it is because we had threats made to my children and family. >> reporter: they presented the bill to the judicial proceedings

committ committees. >> they are about putting the focus on saving lives with the comprehensive approach that would ban military assault weapons that would improve school security and also mental health services. >> the assistant chief of the police department was at the hearing. >> we're not trying to intraining on 2nd amendment rights. we're trying to keep the streets safe. >> it's really more a safety measure to prevent certain individuals from possessing firearms. >> the judicial proceedings overflow room is overcrowd ed. take a look in the hallway. there are hundreds of people, so many that the committee is allowing four hours for speakers from each side. take a look upstairs. people there waiting to get into the hearing. and there are still people outside waiting to get into the building. if the gun control bill passes,

there's already a petition campaign to block it from becoming law. by sending it to referendum, to let maryland voters decide. in annapolis, news 4. a woman has described her supervisor at the health department as a sexual predator. she's currently suing the county. she's claiming abuse of power. our county bureau chief has more. >> the feeling is horrific. >> reporter: a ree ta is suing the health department and the the county. she's alleging ongoing sexual harassment at the hands of her supervisor. >> what happened when you reported him? >> nothing. >> reporter: according to her suit, her boss christopher oladipo, she ordered a peace order against her boss.

>> i had to go back to court and get another peace order. it's been a long, rocky, hard, bruising road. >> reporter: the human relations commission is an independent board that investigates claims like this one. the investigation did not reveal witnesses that could provide eyewitness accounts of the alleged incidents made by the come play tant, but a preponderance of evidence shows it likely occurred. other employees said they also felt uncomfortable around oladipo and there was a former employee who filed an order. oel dladipo would hire women an force them to have sex with him in a nearby hotel. >> the miystery is why they refuse and continue to refuse until this day to take action

against this man. >> reporter: the executives office said the county does not comment on pending lawsuits. the county conducted an internal investigation and took appropriate action. a spokesman confirmed that mr. oladipo still works here and was never asked to leave pending the outcome of this investigation. now on another note, all of the workers here received a note today saying no one would be allowed to speak to the media. this happened as we were asking questions about this case. i'm tracee wilkins, news 4. it's been moved to another branch of the health department. a spokesman for the county says workers are undergoing workplace awareness training. everyone involved in the suit has been served, but there's been no court date yet. saturday mail deliveries are about to go away. the postal service is planning

to cut to phi days a week monday through friday starting in august. packages and mail to post office boxes would still be delivered saturday. the post office says the cutback will save $2 billion a year on a survey shows 70% of americans will support the change. the head of the letter carriers union says it's disastrous. a popular market has been shut down. the d.c. health department closed dean and deluca for a presence of vermin. the sign says it will be closed until further notice. public records show they have had two health department complaints within the past couple years. still ahead at 6:00, the local organization that's now $28 million rich er thanks to te generosity of a long-time donor. and the effort today here in d.c. to better protect student athletes. our weather is going to be changing big time. plenty of sunshine.

the george washington university law school hasn't decided to add a controversial new question e to their application form next year. the student newspaper reported on monday that the application would ask about sexual

orientation. the goal according to the law school is to help set up better support services for those students. the law school says they are considering the move but no final decision has been made yet. an enormous act of kindness will benefit one of the district's oldest nonprofits for decades to come. richard herman was a washingtonian, lived here all his life. he gave generously to a group called family matters. he died back in november and today family matters, which used to be called family and child services, announced a gift from herman, his final gift, $28 million. his extended family always knew he planned to give away his fortune, but even they were surprised by such a large donation. >> the family matters gift was really quite a surprise. i had figured more to arts and so the fact that the majority

goes to this wonderful social service agency was a surprise and just wonderful. >> herman also left $7.5 million each to the national symphony orchestra and the washington national opera. a growing call for safety in sports when it comes to children. the nfl and other pro sports have taken on the issue of concussions and other serious injuries recently. a group called the youth sports safety alliance said high school athletes aren't getting the care they need on the field. the group was pushing for better prevention and treatment efforts. >> it's about what's not being done and what needs to be done to provide a safe environment for our kids. >> the national athletic trainers association says high school athletes suffer more than 2 million injuries a year and last year 34 died from sports-related injuries. what are we looking at? >> national signing day today.

hello, everybody. i'm doug kammerer. after a beautiful day today, it was quite nice this afternoon with plenty of sunshine. a high that made it to 50 degrees in the d.c. metro area. some locations a little warmer. others a little colder. 42 is the current number. that puts our windchill at 36 degrees. it's a little chilly now. 34 in gaithersburg. so it's a nice evening. it will continue to be through the next few hours. looking at mostly clear skies. 40 degrees around 8:00. 35 by 11:00. going inside the metro area, 29 by 5:00 a.m. to 30 degrees by 7:00. increasing clouds through this time. our storm is coming. it's going to move in during the day tomorrow. here's tomorrow, thursday, at 6:00 in the evening. notice we're just dealing with clouds. but as we make our way through the nighttime hours, here comes

the rain and the snow. it will be all rain around the i-95 corridor and for most of us. including winchester and front royal, it could be a pretty good snow event. at least a couple inches back here before it it does try to change over to rain. i think it will. any snow that develops will change over to rain. anything that falls will quickly melt in the rain. for the rest of us, it's all rain. i think we could see a slow rush hour. by 5:00 in the afternoon as we start our next rush hour, still seeing some rain. we could see rush hour that's a little slower than average on friday afternoon too. so we're going to watch this scenario play out very closely over the next couple days. a high of 43 on thursday. nicer on sunday. saturday, however, looking pretty cold. >> thanks, doug. so you know, these wizards of ours, this is going to be a team that's fun to watch. >> you're right. they play a lot better at home. they win more at home.

than today. temperatures around 43 with plenty of clouds. friday, 47. rain becoming likely through the day. some areas could pick up an inch of rain. saturday and sunday, we will clear out. but saturday is going to be one cold day. a high of 40. windchills in the upper 20s to around 30 all day long. sunday looking like the best day out of the next seven. really the only nice day out of the next seven. so at least it comes on the weekend. >> can't be mad about that. there's a woman in fort hood, texas, who has a simple way of cheering up our men and women. she doesn't knit things or give them things to eat. she's 81 years old. what she does, she hugs them. she's known as the hug lady. she's been greeting u.s. military at the fort hood airport for the last ten years. it's estimated that she's given more than half a million hugs in that time. today she greeted 160 soldiers returning from afghanistan. troops say they look forward to
